Consultation outcomes Middle Head Oval – proposed new amenities building

On 28 November 2024, the Harbour Trust determined Mosman Council’s application for a proposed replacement amenities building and associated works at Middle Head Oval.

This is a Mosman Council proposal. Council advised that the purpose of the proposal was to provide improved facilities for oval and park users, as well as improving the arrival experience to the Middle Head / Gubbuh Gubbuh precinct.

The proposal is on Harbour Trust land. Therefore, the Harbour Trust was the relevant planning approval authority. The Harbour Trust has granted Mosman Council a Planning Permit with the following key conditions:

  • The proposed demolition of the amenities building and construction of a replacement in the proposed new location is approved.
  • The proposed open-sided shelter is not approved.
  • The proposed vehicle layover bay is not approved – instead new vehicle drop-off/pick-up arrangements must be provided in the adjacent Car Park 2.
  • The proposed landscaped area must be re-designed in close consultation with the Harbour Trust to ensure a unified design across the precinct, that minimises hard stand areas and provides shade trees for park users.

The Harbour Trust’s decision followed a public consultation process which ran from 28 June to 23 August 2024.

The assessment does not consider that the proposed action has, will have, or is likely to have, a significant impact on the environment or on a matter of national environmental significance - and therefore it does not require referral to the Minister for the Environment under the Environment Protection and Biodiversity Conservation Act 1999. The proposed action is considered to further the objects of the Sydney Harbour Federation Trust Act 2001, and to be consistent with the Comprehensive Plan and Middle Head Management Plan.
