Following this, the Harbour Trust reviewed and carefully considered the feedback received from the public consultation, alongside the feedback from individual meetings, stakeholder group meetings and advisory groups to finalise the master plan. The North Head Sanctuary Master Plan was presented to the Members of the Trust at their meeting on 14 February 2024. During the meeting, they endorsed and approved the plan.
Given the broad community support for the draft master plan, no substantive changes were made to final document; however, some minor editing and clarifications were made, as well as including a number of specific comments made by submitters.
The Harbour Trust would like to thank everyone who provided feedback on the draft master plan during the public exhibition.
The Harbour Trust is working to develop the detailed staging of the proposals within the master plan, as well as to secure the funding required to complete the vision for North Head Sanctuary. Further community consultation will be undertaken as required on the implementation of major components. Any proposals that have the potential to pose a significant impact on the environmental or heritage values of the place may be referred to the Commonwealth Minister for the Environment for consideration under the Environment Protection and Biodiversity Conservation Act 1999.

Members of the public were invited to attend a drop-in session to learn more about the draft master plan.
Our drop-in session were an opportunity to speak directly to members of the project team, obtain answers to your questions and hear further details on the draft master plan. We held our first drop-in session at North Head Sanctuary (26 Sept) and a second one at Manly Corso (8 Oct). Two further drop-in sessions were held at Customs House, Circular Quay (18 Oct) and Manly Corso (21 Oct).
On Thursday 21 September, the Harbour Trust hosted a webinar to provide further information about the draft master plan. The recording is now available to view.
In 2020, the Harbour Trust surveyed 630 visitors and stakeholders to understand community sentiment around and aspirations for North Head Sanctuary.
From early May to June in 2021, the Harbour Trust undertook community consultation on its North Head Sanctuary Draft Concept. In late 2021, the Harbour Trust released the Consultation Outcomes Report and it can be viewed through the links below.
